Col. William J. and Pat Joyce

Col. William James “Bill” Joyce, USAF (Ret.) (JD ’56) was a loyal alumnus of The University of Tulsa College of Law, who was committed to making a TU Law education more accessible to others. He passed away in January of 2020, just after establishing a scholarship to assist TU law students.

Bill Joyce was born in Tulsa in 1930, the son of early Tulsans James J. and Helen C. Joyce, and he graduated from Marquette High School before earning his bachelor’s degree from St. Benedict’s College in Atchison, Kansas.

Joyce went to work for Warren Petroleum, followed by Gulf Oil, where he worked to secure rights of way throughout Oklahoma and Texas while attending the TU College of Law at night, graduating and passing the Oklahoma Bar Exam in 1956. He then launched a successful 26-year career in the United States Air Force, serving as a Judge Advocate General who specialized in federal procurement law, and he reached the rank of Colonel and traveled the world with his family before retiring from the military.

During his Air Force career, Col. Joyce earned his MBA from The Ohio State University, and after his retirement from the military in 1986, he joined the legal staff of Boeing’s Wichita Division. At Boeing, he provided legal expertise on contracts with the Department of Defense, including the delivery of the President’s airplane, Air Force One. Following this chapter of his career, he fully retired and returned to Tulsa with his wife to enjoy retirement in his hometown.

Throughout his career, Bill Joyce also enjoyed a fulfilling family life with his wife, the late Pat Joyce, whom he married in 1962, and his daughter, Julie Eileen Walker, and the family was deeply committed to the Catholic faith. Bill Joyce was very proud that his daughter was accepted for admission to the United States Air Force Academy, earning a degree in 1987 and building her career in the Air Force, just as her father had.

Bill Joyce continued to be deeply grateful for the opportunities he enjoyed in the TU College of Law, and he credited part of his career success to the quality academics he experienced in his legal studies at TU, and he generously supported TU’s law program for many years.

In 2019, Col. Joyce decided to extend his support of his alma mater by establishing an endowed scholarship fund, which is known as the Col. William J. (JD ’56) and Pat Joyce Endowed Scholarship in Law, and this need-based scholarship program supports worthy TU law students and was fully executed by his daughter just after he passed away in 2020.

The University of Tulsa is grateful for this philanthropic effort to help deserving students enjoy the benefits of a TU Law education. Our Col. William and Pat Joyce Law Scholars will extend the distinguished legacy of a talented and successful TU Law alumnus for generations to come.
